BOURNE DEVELOPMENT CORPORATION ISSUES WASTEWATER REPORT
A Working Group of the Bourne Financial Development Corporation
(BFDC) has issued a report on the status of, and the immediate
need to address wastewater treatment in the town of Bourne.
The report and a statement from the BFDC Board of Directors
were presented to the Bourne Board of Selectmen last Tuesday
evening by John Harding, chair of the BFDC Board of Directors.
The panel, chaired by Jack Elwood, a member of the BFDC
Board of Directors, calls upon the Board of Selectmen, acting
as Town Sewer Commissioners, to begin to aggressively pursue
a town-wide strategy to cope with the increasing problem
of wastewater treatment which, if not addressed, could stifle
economic growth and negatively impact the Town’s environment.
The Group's report emphasized the critical urgency of resolving
the current limits of the Main Street Buzzards Bay sewer
system. It noted that unless more treatment capacity is
made available in Buzzards Bay, efforts to revitalize Main
Street will be put in jeopardy.
To assist the Town in formulating a wastewater treatment
plan, the Working Group calls upon the Board of Selectmen
to establish a town-wide citizens advisory task force to
collect information on short and long term solutions including
conservation measures[Sallie Riggs] and , emerging state
of the art technologies, identifying potential trouble spots,
researching funding sources , and undertake the vital task
of educating Bourne residents on the critical issue of properly
managing wastewater in a cost-effective and timely manner.
It also urged the Board of Selectmen to appoint a town
resident to the Barnstable County Wastewater Implementation
Committee to keep abreast of wastewater treatment options
in place or being considered by the County, through it Wastewater
Collaborative initiative, and those occurring in other Cape
Cod towns.
Serving on the Working Group, in addition to Jack Elwood,
are Chris Bailey, a commercial realtor, Tom Moccia, Buzzards
Bay Village Association, and Barry Motta, Upper Cape Cod
Regional Technical School. John Harding, BFDC president
and Sallie Riggs, executive director serve ex officio.
